The 1851C gives him born Oxon South Newton, but this does not exist, but there is one in Wiltshire, near Salisbury . And 1841C gives him born outside Bucks!

1851C.Thomas Cadd, 5, is living with grandparents, John & Ann Tugwood at Rectory House, Preston Bissett . This is surely he as he calls his 1st daughter, Louisa Tugood Cadd in 1873. James Cadd, 24, widower, ag.lab, head, plus brother Joseph with Elizabeth Cadd are next door with a 4mth old baby and another Thomas Cadd 3, thus he would be the 1847 birth, & our Thomas the 1845 one . And his father maybe/likely James Cadd, 28, widower
